Aba, Sichuan

Aba City is the main city in Aba County, within the in northwestern Sichuan, China. It is located on the Tibetan plateau at an elevation of 3200 metres. Aba County has 70,000 inhabitants, about 8,000 of them monks. There are 37 monasteries in the area, two of the largest in Aba City itself. There are mainly grasslands and forested valleys in the south.

Emeishan (city)

Emeishan is a county-level city in Sichuan , People's Republic of China. It is administered by the prefecture-level city Leshan. Its population in 1990 stood at 396,445.

Deyang

Deyang is a prefecture-level city in Sichuan province, China. Deyang is a mostly industrial city, with the Erzhong Heavy Machinery Company (中国二重), Dongfang Electrical Company , and various high-tech industry contributing to its economy. It has a population of around 3,810,000 in 2004 and an area of 5818 km?.

This elegant city is known for a liquor factory called ''jiannanchun'' in the county-level city of Mianzhu and the Sanxingdui museum in Guanhan City about the ancient Shu culture famous for its bronze mask. There is a lake called Jinghu Lake located in the city.

On May 12, 2008, occurred. 17,121 people were killed, 74,063 injured, and 534 still missing in this city as of June 7, 2008. Schools in Mianzhu and Shifang collapsed.

Dazhou

Dazhou is a prefecture-level city in north-eastern Sichuan province.

Geography


Dazhou borders Shaanxi in the north and Chongqing in the south. It is centrally located between the four major cities of Western China, Chongqing, Chengdu, Xi'an and Wuhan. The area is 16,600 km?.

History


Dazhou's history goes back to the Eastern Han Dynasty when in 90 AD it was made a county by the name of Liweizhou . Then until the Liao Dynasty its name was Zaidi . During the Liao and Tang dynasties its name was again changed, this time to Tongzhou . Finally in the Song Dynasty it was given its present name of Dazhou.

Notable people from from Dazhou include the Three Kingdoms writer Chen Shou, Song Dynasty astronomer Zhang Sixun , and and Qing Dynasty philosopher and educator Tang Zhen . Dazhou also made notable contributions to the Communist Revolution. Red army heroes such as Xu Xiangqian , Li Xiannian , Xu Shiyou , Wang Weizhou , and Zhang Aiping were all from or lived in Dazhou.

Economy


Dazhou is an important river and land transportation hub for the region. Numerous national highways, expressways, and rail lines pass through Dazhou connecting it directly with major cities in China such as Chengdu, Xi'an, Wuhan, Guangzhou, Shenzhen, Beijing, etc., making it one of Sichuan's important trade centers.

Dazhou has numerous natural resources including large natural gas fields and an abundance of mineral resources such as salt, coal, manganese, lithium, and limestone. Major agricultural products include pork, beef, and tea. Other industries are chemical production, coal power, metallurgy, textiles, building materials, and processed food.

Tourism


Dazhou is blessed with both cultural and natural attractions. There are several national and provincial cultural sites and many national and provincial protected forests and nature reserves. Xuanhan's Baili Gorges have scenery and rapids, leading to the nickname "Little Three Gorges". Mountains are this area's greatest attraction.

Protest of January 2007


Dazhou gained notoriety for the corruption of Dazhu county that caused mass protest in January 2007. The incident involved a 16-year old waitress at the KTV rooms of Laishide Hotel.

Laishide Hotel was a four-star hotel built with investment from local officials and local police, and the sentiment against the hotel among the local populace existed long before the mass protest in January 2007 because of illegal and corrupt activities behind the closed doors of the hotel.

Miss Yang Daili , a 16 years old young girl working at the hotel's karaoke rooms was famed for her beauty and height, 1.70 metres. On December 29, 2006, three high ranking provincial officials went to the Laishide Hotel and asked Miss Yang Daili to have dinner with them, and took her out at the same night. The next morning, Miss Yang Daili was found dead in a suite at the hotel. According to the police report, Miss Yang was drugged and raped, and she suffered brutal torture, including her tongue being cut, teeth broken due to beating, nipples cut off, and privates mutilated.

Miss Yang Daili's family started a protest outside the hotel on January 12, 2007. After they received no explanation from the hotel despite repeated requests, sympathizers and those who resented corruption gathered around the family to show their support. Their number first increased by dozens daily, then by hundreds, and eventually by thousands. The attempt of Laishide Hotel to settle before catching the real killer only increased public outrage even further, because previously, two waitresses and a security guard working at the hotel had been killed and no suspects had been found. The official local governmental news website, however, failed to mention anything on these three previous murders and it once again attempted do the same for the most recent murder.

By the afternoon of January 17, 2007, more than ten thousand protesters had gathered outside the hotel, and as the news of Laishide Hotel offering Miss Yang Daili's family half a million Renminbi to settle before the killers were found, and rejection of the offer by family members reached the crowd, the people finally had had enough. Angry protesters rushed into the hotel, damaged everything inside, and eventually set fire to the hotel. The fire was not put out until five hours later.

As the number of protesters and public outrage increased, the official local government could no longer keep the murder as a secret and was forced to release the police findings on January 18, 2007. However, the official local governmental news release only publicized the police report of the crime scene, and attempted to blame the crime on a male hotel employee named Liu . This action is unanimously viewed by the local populace as an attempt to cover up the involvement of three high ranking governmental officials of provincial level. Government officials were involved in all of the previous three murders that had been kept secret by the local government but were forced into the open due this event. The enraged protesters continued to gather after the fire was put out and clashed with riot police who were sent in.

Bazhong

Bazhong is a prefecture-level city in north-eastern Sichuan province.

Bazhong borders Shaanxi province in the north and Dazhou City in the south. Its area is 12,301 km?. The area is mountainous with elevations ranging from 208 to 2,507 meters above sea-level.

History


Bazhong was made a city in 1993. Its history, however, goes make much further. During the and Dynasties, it was purportedly a vassal territory of the . In the Spring and Autumn Period, it was called Bazi . In the and dynasties it was called Ba County . In the Eastern Han Dynasty around the year 100 AD it was changed to Hanchang County . One hundred years later it reverted to Baxi County . Since then, it has usually either been called Liang County or Yi County .

Textile industry


On November 11, 2007, Sinorich and Sanli Holdings, led by the Fapai Group, announced a 2.5 billion yuan investment in the construction of a clothing manufacturing base, the largest in western China. This is the biggest civilian investment in Jianyang City, Sichuan Province to date. This clothing base is expected to generate revenues of around 6 billion yuan for Sichuan Province every year, with an annual tax of 1 billion yuan and provide more than 20,000 jobs. The project will mainly produce Fapai branded clothes. The first phase of construction which has already begun will mainly produce suits, children's clothes, wool sweaters, casual and silk clothes, jeans, under garments, and work wear. About 30 percent of these products will be exported to foreign countries.

Jiangyou

Jiangyou is a Chinese city located in Mianyang, Sichuan, with approximately 222,000 inhabitants. It's famous as the home town of Li Bai, the top poet in Tang Dynasty.

Jiangyou has an area of 2,720 square kilometers and a population of 870,000 in 2004.

Huaying

Huaying is a county-level city in Sichuan , People's Republic of China. It is administered by the prefecture-level city Guang'an. Its population in 1990 stood at 339,371.

Guanghan

Guanghan is a Chinese city in Deyang, the province of Sichuan. The predominant industries are tourism, pharmaceuticals and the supply of building material.

Deayang has an area of 538 square kilometers a population of 590,000, with urban population of 170,000. A major part of the tourism is the nearby Sanxingdui ruins.

Guang'an

Guang'an is a prefecture-level city in eastern Sichuan province. It is most famous as the birthplace of China's former paramount leader Deng Xiaoping. Guang'an lies between the hills of central Sichuan and the gorges area of the east. Because of its strategic location, it is called the gateway to eastern Sichuan.

Geography and climate


Guang'an is located on a gradually rising section along the edge of the Sichuan Basin. The area is 6344 km?. The eastern part of Guang'an is mountainous, the central part hilly, and the western part is relatively flat. The elevation ranges from only 185 to 1704 meters above sea-level. The main rivers are the through the center of the area and the through the west.

The climate is temperate and the weather is monsoonal. The average temperature is between 15.8° and 17.7°C. Winters are warm and summers are hot. The average rainfall is between 1000-1500 mm. Annual number of days without frost is between 310-324. Winter and spring have relatively little rain while in summer there are heavy rain showers. Autumns have almost constant rain and light wind.

Gaoqiao

Gaoqiao is a town in China. It is located in the county Kaixian, 337 kilometres north-easterly of the municipality Chongqing East of the southern province Sichuan.

On 23 December, 2003 a gas well burst at 10 p.m. and released highly toxic hydrogen sulfide. According to China Daily, 233 people died and at least 9,000 were injured.

Pengzhou

Pengzhou is a county-level city in Sichuan, China, some 36 km northwest of Chengdu and about as much west of Deyang.

It has an area of 1420 square kilometers and a population of 780,000 in 2003. Like other regions around the area, Pengzhou was badly affected by the 2008 Sichuan Earthquake.

History


Pengzhou area is believed to have been habituated since Western Zhou. Empress dowager Wu Zetian first set up Pengzhou in 686 AD . In 1337 AD, Hongwu Emperor reduced Pengzhou to Pengxian, or Peng County . Peng County later became Pengzhou City in 1993 .

As of late, Pengzhou is still occasionally referred to as Pengxian, or Peng County, even in official publications.

Panzhihua

Panzhihua is a prefecture-level city located in Sichuan Province, south central China, on the confluence of the and Yalong Rivers. It has an area of 7440.398 square kilometers and a population of 1,100,800 as of 2007.

Geography


Panzhihua is a treasure of natural resources, but remained a wasteland until 1960. It was founded on a remote headwater of the Yangtze River in 1966 as a steel production center. It grew rapidly as it remained relatively prosperous while the rest of the country was undergoing the Cultural Revolution. The city is home to the Panzhihua Iron and Steel Co, called "Pangang 攀钢", the leading steel company in southwest China. There remains a reminant population of the ancient cycad forests which were once home to the giant panda. The area has a subtropical climate.

Panzhihua is a highly industrialized area, which is dominated by a truly gigantic mining operation. Most of the land not in use for mining is taken up by subsistence farming.

Panzhihua is linked to Chengdu and Kunming by rail.

Nanchong

Nanchong is a prefecture-level city in the north-east of Sichuan Province of the People's Republic of China, with an area of 12,479 kilometers and a population of 7,300,000. It is the second most populated city and one of the 8 largest cities of Sichuan Province. The administrative center is Shunqing district, which is linked to Chengdu, the provincial capital, by the Chengnan Highway and to another prefecture-level city Guang'an by the Nanguang Highway. The Highway to the provincial-level municipality of Chongqing is under construction now.

Nanchong was in the territory of the state of before its conquest by the Qin dynasty in 314 BC. The Qin set up a government at Langzhong city. Anhan city was established in Shunqinq district at the beginning of the Han Dynasty.

The name of Anhan city was changed to Guozhou in 621 AD , and then to Nanchong in 742 AD.

Geography


Nanchong is located in the north-east of Sichuan Province. To the east of Nanchong is Dazhou, to the west are Mianyang and Suining and to the north is Guangyuan.

The vast majority of the city consists of hills. The woodland coverage is 25%. Erosion in the area is serious.

The Jialing river, a Yangtze tributary, crosses Nanchong from north to south, and there are another 30 rivers with a drainage basin of more than 30 sq kilometers.

Transport


The Dacheng Railway, which links Chengdu, the provincial capital, and Dazhou, traverses Nanchong. Another rail line, which is under construction now, will link Lanzhou in Gansu Province and Chongqing city. Passengers from Nanchong can go to Shanghai, Chongqing, Guangzhou, Wuhan, Shenzhen, Dongguan, Dazhou and Wanzhou. The 318 and 212 national highways cross Nanchong.

The Nanchong Gaoping Airport provides air services, with flights to Beijing and Guangzhou.

The Jialing river can be used for transport, but its capacity is limited.

Luzhou, a well-known historic and cultural city in China, boasting a long history of more than 2000 years. Historic and Cultural Relics


Bao’en Pagoda

Located directly in the downtown of Luzhou, was built in 1148, southern Song Dynasty, and was maintained respectively in 1983 and 1985, ]. Being 33.3 m high, it is an octagon brick and stone structure of seven-layer pavilion style. It has a bronze top and there are 107 steps in its spiral flight. The base is an octagon of 4.1 m each side, 4.5 m high; inside it are 256 figures set in 90 niches. The Bao’en pagoda was listed by the People’s Government of Sichuan Province as a historical and culture relic under provincial protection in April 1991.

Dragon Head Bridge

Constructed in Ming Dynasty, spans over the Nine Bends Creek and is a precious stone bridge with distinctive style of Ming Dynasty around the country. 5m high, 54 m long and 1.9 m wide, the bridge has 14 piers separating it into 13 organs. The eight piers amongst the mid section was characterized by carved traditionally auspicious beast, such as huge dragon, lion, elephant and kylin. It was announced as a key national culture relic in 1996.

Longtou Pass

, about 2.5 km long, is located in the southern suburban area of Luzhou, with construction that started in Han Dynasty when Emperor Guangxu was in his reign. Bordering Tuojiang river in the north and Yangtze river in the south, it obtains the name, Longtou Pass, since it looks like a huge dragon passing through these two rivers .It is the only land-path because Luzhou is a city surrounded by rivers in other three sides. Longtou Pass is the very place where Liu Bocheng waged Luzhou Uprising and it was listed as a protected historic and cultural relic of Luzhou in April 1984 and a provincial one in 1996.

National Vintage Square

Its new product, WY160 crane, had obtained the ‘Golden Dragon Award “and “Silver Quality Award” granted by the state and R982 hydraulic crane has the largest dipper capacity in China. Changjiang Hydraulic Devices Factory is the key enterprise appointed by Ministry of Machine-Building Industry and Electronics Industry to produce hydraulic components and devices. Its products has expanding market around the world and enjoys good reputation among the domestic counterparts and customers.

Chemical Industry


Chemical industry is the largest and most promising pillar industry of Luzhou, especially the natural gas industry. Luzhou is one of the 16 largest chemical industry bases and 16 fine chemical industry bases decided by the National Ministry of Chemical Industry. At present, the chemical industry of Luzhou has developed into a national chemical industry system covering production, education, scientific research, design, machine and architecture. A group of nationally large scale enterprises with well equipment and strong finance and technique power have been established and achieved the globally advanced level. Lutianhua enterprise is the most extended carbamide and oil chemical production bases, owning the largest device to produce fatty acid, fatty amine, synthetic ammonia and carbamide. Its annual output of carbamide is 1.24 million tons and synthetic ammonia 0.9 million tons. It is one of the 500 national largest enterprises. Tianhua Co, Ltd is a key enterprise which brings in synthetic ammonia 0.3 million tons and carbamide 0.6 million tons, processing two sets of chemical fertilizer devices with world technical levels. Luzhou Chemical Factory is a united enterprise undertaking military and civil chemical production. State-owned Torch Chemical Factory is the only production base of "801" and gained the national quality golden award , surpassing the America Standard.

Tourism Industry


Luzhou is one of the China Excellent Tourist Cities with many scenic spots and historic sites, such as Yuchan scenic spot in Luxian county, Fobao scenic spot in Hejiang county, Mt. Fangshan scenic spot in Jiangyang county, the litchi and longan orchard along the Yangtze River and Tuojiang River, Nine Lions scenic spot, the Mt. Phoenix in Naxi county, Huangjin virginal forest in Gulin county, etc. With the official approbation of National Ministry of Forestry, Fobao Forest Park became the National Forestry Park and was elected as “AAA” tourist attraction in 2001 by National Tourism Administration and the ‘AA” was granted to Yuchan and Mt. Fangshan scenic sports.
Besides, Luzhou city and Xuyong county is respectively the nationally and provincially historic and cultural city. Wine Cellar of Luzhou Vintage constructed in Ming Dynasty and Dragon Head Bridge were listed as a key protected cultural relic of the state. There are more than ten protected historical relics of Sichuan Province, including the site of ’s Four-time Crossing the Chishui River, Yuchan scenic spot, Spring and Autumn Temple, etc. The Taiping Ferry Museum for the ’s Four-time Crossing the Chishui River is nominated the “National Demonstration base for patriotic education” by the central Propaganda Ministry in 2001.
Moreover, the Sci-tech Park of Luzhou Vintage is the national industry tourism demonstration spot and Luzhou Zhangba Longan Orchard is the national agricultural tourism spot. Some other famous tourist attractions are available in Luzhou’s neighboring cities including Leshan, Yibin, Zigong and Chongqing. There are there national scenic spots nearby comprising Bamboo Forest scenic spot, Mt. Simianshan in Chongqing and Sidong Channel in Guizhou Province.

Agriculture


Luzhou is a key comprehensive development zone in the upper Yangtze River and Sichuan province as well as an important production base of commodity grain, fruit, cured tobacco and poultry, including fine rice, litchi, longan, tea, traditional Chinese medicine material, pod, etc.

Transportation


Luzhou has the largest river port in Sichuan on the upper Yangtze, with the capability to load and unload containerships. Expressways connecting to Chengdu and Chongqing were completed in the 1990s. Railroads and an airport provide additional links to several cities in China.

An expressway connecting Luzhou and Longchang is in use and another which is going to connect the city directly with Chongqing is under construction.

Luzhou is situated in the northeast of Sichuan province, a meeting place of Sichuan, Guizhou and Chongqing, with a longitude 105o 08’ 41” E~ 106o 28’E and latitude 27o 39’ N~29o 20’N. Covering a total area of 12246.87 sq km, it is 121.64 km long from east to west and 181.84 km wide from south to north. As a prefecture-level city of Sichuan with a registered population of 4.8 million, Luzhou is 267 km away from Chengdu, the capital of Sichuan province, and adjacent to Chongqing in the east, bordering Guizhou and Yunnan provinces in the south, Yibin city and Zizhong city in the west, Chongqing and Neijiang in the north. The city governs 7 administrative divisions, including 3 districts and 4 counties .

Owning to its position in the southern peripheral area of Sichuan Basin and the connective region with , the hypsography of Luzhou is characterized by the river valise, hills, and level lands in the north and highland, mountains, sheer valise and rushing rivers in the south, which bring thriving fishing and agriculture to the northern area and rich forest and mineral resources to the southern region respectively. The lowest part is 203 meters, which lies on the surface of Yangtze river in Jiucengyan, Hejiang county while the highest one located at the peak of Liangzi mountain, Xuyong county, reaching 1902 meters. Moreover, Luzhou is also a city covered by rivers. The Yangtze river is running through the whole area from west to east covering a course of 133 km totally and the maximum flood level is 18.68 meters during the past 30 years. Climate

Luzhou generally enjoys subtropical humid climate with vertical climate in the southern mountain area, featuring distinctive seasons, relatively high temperature, rich sunshine, ample rainfall, long frost-free period and that the elements of light, water and heat almost occur in the same season, which offers a suitable environment to the development of agriculture. It’s annual average temperature is around 17.1oC~18.5oC, July being the hottest month and January the coldest and the daily difference in temperature is about 6oC.Snow is rare here. The annual average precipitation is 748.4 mm~1184.2 mm and there is not much rainfall in winter and spring while is affluence in summer and autumn. The precipitation from May to September accounts for 79.2 of the year’s total. As the total sunshine hours averages 1200~1400 and the frost-free period lasts 300~358 days, the corp. growth period is relatively long.

Ziyang

Ziyang prefecture-level city in the Sichuan Province, in south central China, with more than 100,000 inhabitants.

Ya'an

Ya'an is a prefecture-level city in the western part of Sichuan province of the People's Republic of China.

Geography


It has an area of 15300 square kilometers and a population of 1,530,000.

Zhouhe and Tiaquan are among the administered by Ya'an. Ya'an borders Tibetan ethnic areas to the west.

Previously known as Yazhou-fu, the city is first mentioned during the Zhou Dynasty . It served as a county seat during the and Dynasties, but was subsequently ruled by the Mongols. After being reintegrated into the Chinese Empire in the late 5th century, it was made the seat of the ''Ya Prefecture'' in 604. The modern Ya'an county was established in 1912.

:Yaan is the main market for a special kind of tea which is grown in this part of the country and exported in very large quantities to Tibet via Kangting and over the caravan routes through Batang and Teko. Although the Chinese regard it as an inferior product, it is greatly esteemed by the Tibetans for its powerful flavor, which harmonizes particularly well with that of the rancid yak's butter which they mix with their tea. Brick tea comprises not only what we call tea leaves, but also the coarser leaves and some of the twigs of the shrub, as well as the leaves and fruit of other plants and trees . This amalgam is steamed, weighed, and compressed into hard bricks, which are packed up in coarse matting in subunits of four. These rectangular parcels weigh between twenty-two and twenty-six pounds—the quality of the tea makes a slight difference to the weight—and are carried to Kangting by coolies. A long string of them, moving slowly under their monstrous burdens of tea, was a familiar sight along the road I followed."

Xichang

Xichang is the capital of the Liangshan Yi Autonomous Prefecture, in Sichuan, China. Population : 126,700.

Geography


Xichang lies in the southwest of the country.

Transportation


Xichang railway station is the main station in Xichang. There are also some other stations in the city, including Xichang north railway station and Xichang south railway station.

The city possesses its own airport, Xichang Qingshan Airport, which is attached to the spaceport by a railroad line and a motorway directly.

Spaceport



Xichang's spaceport is located about 64 km northwest of the city and went into operation in 1984. Communications satellites are the most common payload to be inserted into orbit from here. A number of Long March 3 rockets have been launched successfully from the spaceport.

Shifang

Shifang is a county-level city in Sichuan, China under the municipal administration of Deyang. It is located about 50 km from Chengdu. It has an area of 863 km? and a population of 430,000 in 2004.

The city had had a history of 2,209 years when it suffered heavy damages during the 2008 Sichuan earthquake.

History and culture



The first recorded administrative creation in the current location of Shifang was a tiny kingdom named Zhifang in 201 BC, roughly in parallel with the foundation of the Western Han dynasty by . conquered the area in 111 BC and placed it under Han rule. In 4 A.D., Wang Mang who briefly seized power changed Zhifang to Meixin ( county. Emperor Guangwu of Han changed Meixin to ''Zhifang'' county in 25 A.D.

The current name ''Shifang'' was first adopted in 221 AD during Shu Han. During the reign of , Shifang was first renamed Fangting or Fangning in 557, and later merged into Luo county somewhere between 566 and 576. It was not until the foundation of Tang dynasty when Shifang was reconstituted as a county in 619.

During the reign of the Former Shu kingdom, Shifang became Tongji county in 912, but then named back to Shifang county in 919.

Shifang county had since been maintained until 1995, when the People's Republic of China changed its status to a county level city, delegated to the municipality of Deyang.

Claim to Yu the Great



Amongst tourism and commercial promotions, Shifang made a late entry into the steamed claim war for Yu the Great's birthplace.
Although this claim is probably more commercial than historical, Shifang was part of ''West Qiang'' that some ancient records accredited as Yu's birthplace, just like the other three locations in Sichuan, namely , , and , that raised similar claims.
Many places in other parts of China have made similar claims.

Other cultural claims



Li Bing(李冰,306 BCE – 251 BCE),a famous water conservancy expert in Qin Dynasty, once worked in water-control and then passed away there. In addition many historians believe that Li Bing was born in Shifang .Mazu Daoyi , a master of the Chinese Ch'an Buddhist lineage,was born in Mazu Town of Shifang.

Great Sichuan Earthquake



Also like the other three counties and towns claiming to be the birthplace of Yu the Great, Shifang is one of the most severely hitted cities following the 2008 Sichuan earthquake with at least 5924 death tolls .13 school buildings totally collapsed in Hongbai Town,Yinghua Town,Luoshui Town, Jiandi Town, Bajiao Town etc., and dozens of schools impaired with 550 students and 12 teachers as death tolls..

Economy



Shifang City consecutively maintained the second place of the "top ten counties" of Sichuan Provincefrom 1995 to 2007,and its GDP was 12.7 billion RMB in 2007 .It was rated as one of the "100 Most Rewarding to Investment small and medium-sized city of China". Besides, Shifang was named as "Township of the Chinese Mineral Water" and "Township of the Chinese Cigar".Shifang City was also considered "City of Phosphorite" because of rich phosphate rock and thriving phosphate chemical there.It has a nickname of "Bright Pearl of West Sichuan".

Reconstruction


Beijing Municipality will do coordinated support with Shifang City , and consider to assist a Capital Industry Park of 10 km? in Luoshui Town . The road which will link the Chengdu-Mianyang Expressway and Shifang City will be completed in 2008. In addition, a new Chengdu-Shifang-Mianyang Expressway and the Chengdu-Lanzhou High-speed Railway, which will pass through Shifang, are scheduled to complete around 2011,and will make it possible to travel from Chengdu to Shifang in 30 minutes. With the leadership of Chinese government and support of international community, the government of Shifang City plans to complete reconstruction until 2011, make GDP recover to same of 2007 until 2013, and make the city to be a modernized city until 2018.
